RadeonPro won't start (error code 0x8007000E)

RadeonPro won't start (error code 0x8007000E)
When I'm finished installing, trying to start or uninstalling RadeonPro or RadeonPro support i get the following error message:

Windows couldn't complete the requested changes.
Not enough storage is available to complete this operation.

Error code: 0x8007000E.

The message has a "Windows Features" headline and there is also a "Tell me how to solve this problem" link, but it does not lead anywhere.

The RadeonPro Support service doesn't show up in the control panel windows services list.

I'm running Windows 8.1 64-bit with the latest Catalyst 14.2 beta, 4GB of ram of which 40% is in use, two crossfired Radeon 7790 2GB OC cards manufactured by Gigabyte and MSI. The motherboard is a MSI Z77A-GD65 and CPU is Intel Xeon E3-1230V2 with hyperthreading enabled and turbo boost disabled. I have 198 GB free on my 240GB Samsung 830 SSD. I have done a clean Windows install, but it didn't help.

Disabling antivirus, antispyware and firewall before installing prompted the install to download .net framework 3.5 and fix this issue, so RadeonPro works now.

Never needed to disable any of the three for installing anything before though.

The installation of .NET 3.5 is a Windows feature, the installer shipped with RadeonPro doesn't install external components so looks like some other software was preventing .NET from being downloaded.
